Greater Cleveland and Akron are among Ohio's largest metro markets. Their Area Agencies on Aging routinely need additional approved providers to cover authorized service plans.
The market is fragmented — many small operators, no dominant player — so the real barrier to entry is not competition but the credentialing runway. ODM enrollment, PASSPORT certification, individual MCO credentialing cycles and an initial survey typically take 9–18 months, carried entirely without revenue. That runway is the scarce asset, and this entity has already cleared it.

Longer-term paths include adding Structured Family Caregiving, a PASSPORT service added in October 2024 that lets an agency employ a caregiver residing with the participant; contracting with the remaining Ohio MCOs; expanding into adjacent counties; and layering private-pay work alongside waiver clients.
