He chaired NAR's committee on State & Municipal Taxation and Spending.
Ray is a certified Mediator for the resolution of real estate disputes.
He has chaired the Rutland Regional Planning Commission and the Rutland Region Chamber of Commerce. He is also an elected town official, serving since 1993 as Town and School Moderator for the Town of Proctor.

Ray earned a Bachelor of Arts degree in Economics from Wheaton College, and took courses in economics at the University of California, Santa Barbara. He completed the European Studies Program of Wheaton College at The Hague, Netherlands.
